Job Overview

The Office of Research Human Research Protection Program department (HRPP) is seeking to fill the position of a Reliance Manager. A good fit for this position will be someone who has experience working in a higher education environment and/or higher education medical center, has interpersonal and communication skills (written and oral), proficient in MS Word, Excel and internet browsers, familiar with the research funding process and other research regulatory oversight mechanisms.


About the Department
The purpose of the Human Research Protection Program (HRPP) office, which includes the UC Institutional Review Board (IRB), is to ensure the rights and welfare of humans and their identifiable data and/or biospecimens in research. The office issues determinations regarding institutional engagement in research as well as which studies faller under the scope of human research requiring formal IRB review. The office reviews new studies, modifications, continuing reviews, and reportable new information submitted by research teams through the electronic system (i.e., RAP). The office also provides support to research teams and other university departments in the form of training, reliance agreement and contract review, consultation on FDA regulated projects as well as community outreach.

Essential Functions

  • Review and approve reliance requests for non-UC IRB review of UC research. Evaluate requests against established criteria, may involve drafting agreements, reviewing non-UC institutional templates for HRPP required elements and communicating with non-UC IRB staff to negotiate changes. Review and approve modifications to existing studies or the addition of relying institutions to establish a reliance.
  • Evaluate the need to ensure compliance with state laws and several federal regulations with the need to facilitate research and ethical considerations.
  • Interact with contacts and researchers diplomatically, professionally, and timely using concise, accurate, and intelligible communication that is documented.
  • Create metric reports of research-related information. Identify, manage and implement changes to policies, procedures and forms.
  • Provide regulatory advice and consultation to IRB staff and researchers regarding policies of reliance and single IRB review and study-specific reliance agreements.
  • May provide direct and/or indirect supervision to exempt and non-exempt staff (i.e., hiring/firing, performance evaluations, disciplinary action, approve time off, etc.).

Required Education

  • Bachelor's Degree in field requiring scholarly research.
  • Seven (7) years of relevant work experience and/or other specialized training can be used in lieu of education requirement.

Required Experience

  • Three (3) years of experience in human subjects research administration or field requiring familiarity with research methodologies.
  • Detailed knowledge and understanding of the implementation of a complex regulatory system.
  • At least one year experience with IRB Reliances.
  • Interpersonal and communication skills (written and oral).
  • Experience with managing and prioritizing large volumes of complex tasks and information, working collaboratively to find solutions.
  • Ability to work from a computer screen to obtain and synthesize information.
  • Proficient in MS Word, Excel, and internet browsers.

Additional Qualifications Considered

  • Master’s Degree in field requiring scholarly research.
  • Experience in higher education and familiarity with complex large research university and/or experience in higher education medical center.
  • Familiarity with the research funding process and other research regulatory oversight mechanisms.
  • Professional IRB certification (CIP).

Physical Requirements/Work Environment
